Norwegian Radiation and Nuclear Safety Authority (DSA) has been appointed by the Norwegian government to ensure preparedness for six different scenarios:
  1. Large airborne release of radioactivity over Norway from foreign facilities
  2. Large airborne release of radioactivity over Norway from domestic facilities
  3. Local release from mobile source (including mobile reactors on vessels)
  4. Local incident that develops over time (e.g. Goiânia accident, Litvinenko poisoning)
  5. Release of radioactivity to the marine environment
  6. Incident abroad with consequences for Norwegian citizens or Norwegian interests (e.g. Fukushima accident)
    An incident is often divided into an early and a late phase.
